Cadre management in the Soviet Union

In modern Russian, the word "cadre" is synonymous with the term human resources. In the history of the Soviet Union and the history of the Communist Party of the Soviet Union, particular emphasis was placed on the assignment of the managerial cadre known as upravlentsy (управленцы) in Soviet parlance, who, with the exception of the lower levels of bureaucracy, were supposed to be members of the Communist Party, and the management of the cadre of the Party itself.
