Hussein Kulmiye Afrah (Somali: Xuseen Kulmiye Afrax, Arabic: حسين كلمي افرح, (1920 – 1993) was a very senior Somali police officer, revolutionary and a politician who served as the second Vice President of Somalia from 1971 to 1989 and various political positions in the Somali Democratic Republic. == Post Civil War == Following the outbreak of the Somali Civil War in the late 1980s, and after the armed opposition groups overthrew the Barre government in 1991, Kulmiye, along with other Hawiye officers, was neither arrested nor expelled from Mogadishu.
