The monument was unveiled on July 1, 1999, by Hu Jintao , then a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice President of China , and Tung Chee-hwa, Chief Executive of Hong Kong , to celebrate the second anniversary of Hong Kong's return to China.
