Caviar diplomacy
Caviar diplomacy is a lobbying strategy of Azerbaijan, consisting of costly invitations and bribes to foreign politicians and employees of international organizations to Azerbaijan at the expense of the host country. Caviar diplomacy also includes expensive gifts presented as "a tribute to the Eastern tradition." == Terminology == The term "caviar diplomacy" was first used in 2012, in a report by the European Stability Initiative (ESI) – "Caviar Diplomacy – How Azerbaijan silenced the Council of Europe".
